On 19 August 2026 Amazon said it would extend Prime Air drone delivery to nearly 500 American cities and towns before the end of the year, a sixfold jump from the eleven sites it flies today. The company has already dropped hundreds of thousands of parcels from the sky this year, in as little as thirty minutes.

The same week, in a French city on the German border, emergency helicopters stopped landing at night. Strasbourg University Hospital called a press conference on the 19th to explain that its helipad had been closed after dark for close to three weeks, from thirty minutes before sunset to thirty minutes after sunrise.

The reason was not weather, or maintenance, or building work. According to the Bas-Rhin prefecture, hobby drones were making illegal deliveries to inmates of the Elsau remand prison, a short flight to the south. No collision had occurred. The closure is a precaution, taken because a two-kilo aircraft is close to invisible from a cockpit at night.

One helicopter had to set down at a different hospital site, after which the patient was moved across town by road ambulance. The hospital describes the consequence in careful institutional language, which is what makes it worth quoting.

Say plainly, first, what France can do, so that what follows is not mistaken for a prosecution. Drones fly there legally and carry something useful: biological samples, from an emergency department to a laboratory, along corridors approved one at a time. I will come back to those lines in detail, and they work.

What does not exist is the other thing. Nobody in France can order a drone delivery and receive it at home. There is no service, no app, no tariff. The legal network moves a flow between two institutions; it does not deliver to a recipient who placed an order.

That service does exist overhead, and it is clandestine. An inmate at Elsau picks an item, somebody pays, a pilot takes off, the parcel arrives at the window. That is the ordinary definition of a delivery, and in France it is the only one that runs all the way to the end recipient.

Two stories, one machine, forty-eight hours apart. The same cheap multirotor that Amazon is scaling into five hundred American towns is the one grounding air ambulances in eastern France. That is not a coincidence to be enjoyed. It is a measurement, and the reading is unflattering: the drone logistics network that runs every day in French airspace, on a schedule, for paying customers, is the one that never asked permission.

This matters beyond the anecdote. Drone delivery is one of the few parts of the new air mobility industry that has actually been commercialised, with more than 800,000 paid commercial deliveries worldwide as early as 2023, and projections of roughly 1.5 billion annual deliveries in the United States alone by 2035. There is a market here, with tariffs, customers and a falling cost curve.

Why drones aimed at a prison ground a hospital two miles away

Because they fly over it on the way. Pilots launch from the northern estates of Strasbourg, Hautepierre and Cronenbourg, then run in a straight line south to the remand prison. That transit crosses the helipad approach path.

The tempo gives away the organisation behind it. A prison officers’ union representative describes five to six overflights of the remand prison a day or a night. For comparison, France’s best-established medical drone line, in Normandy, flies five round trips a day when the weather allows.

The precaution is not bureaucratic timidity. The European Union Aviation Safety Agency’s Drone Collision Task Force noted that aircraft certification requirements address bird strike and nothing else, and that commuter category aeroplanes need only survive a 0.91 kg bird against the windscreen. The same report recommends dedicated research into how helicopter tail rotors behave in a collision, because the data does not exist.

In plain terms: nobody knows exactly what a two-kilo quadcopter does to a tail rotor, and light helicopters are not certified to take one. Faced with an unknown of that shape, a captain does not gamble. Neither the air ambulance nor the civil protection aircraft now land there after dark.

Authorities are hunting for a workaround: a nearby football pitch, or the motorway running past the hospital. On 18 August, a Strasbourg court sentenced two men aged 18 and 19 to eighteen and six months in prison for flying drones over Elsau.

In Shenzhen, a drone delivery is a chain, not a stunt

The aircraft covers exactly one leg of the journey between two fixed points. Everything else is human, standardised and repeatable. That is precisely what makes the operation industrial, and it is what a decade of Western doorstep demonstrations was reluctant to concede.

An MIT Technology Review reporter described her own. She ordered an iced tea in the app; the app promised 2:03 p.m.; a drone settled onto a kiosk the size of a vending machine, whose lid opened to take the cardboard box; it was 2:03 p.m.

Behind that minute sits an architecture. Meituan launches from five hubs in Shenzhen, one of them a shopping mall roof turned into an aerodrome with a dozen aircraft and a handful of staff. A human runner collects the order from restaurants downstairs, brings it up, has it weighed, sealed into a standard box, and a second operator clips it under the airframe.

The video above, Food Delivered by Drone in China: Inside Shenzhen’s Meituan System, from the TheTeamTour channel, shows that chain running, from the rooftop to the locker. It is not evidence for anything written here, and nothing in this chapter rests on it. It is there to show what prose cannot.

The drone does not come to your window. It links a launch pad to a predetermined arrival point, a locker at the foot of a building or in a park, which the customer opens with a code. The trade-off is deliberate: less convenient than a doorstep drop, but it reduces every flight to a single known route, which is what makes flying over a dense city tractable.

The volumes followed. By late May 2026 Meituan claimed more than 900,000 cumulative commercial orders since 2021, up from 740,000 six months earlier, across roughly seventy routes serving Beijing, Shanghai, Guangzhou, Shenzhen, Hong Kong and Dubai, with more than 200,000 orderable items.

The flight envelope widened alongside. The latest airframes are advertised to work from minus twenty to fifty degrees Celsius, through heavy rain, moderate snow and force 6 winds, and the company targets fifteen minutes within a two to three mile radius, excluding the handling time at either end.

What China authorised, and what it has not solved

It authorised an operator rather than a set of routes. In April 2025 the Civil Aviation Administration of China granted Meituan an operating certificate for low-altitude logistics covering the entire national territory. Eight years earlier the same company was opening its lines one at a time.

The general framework arrived at the same moment. The Interim Regulations on the flight of unmanned aircraft, in force since 1 January 2024, are China’s first administrative rules devoted entirely to drones. The regulator reports that close to 20,000 operators held a certificate in 2024, against more than two million registered aircraft, 26 million cumulative flight hours and as many as 26,000 drones airborne at once.

The savings are not in the aircraft. Meituan says it has moved from two pilots per machine to one operator supervising around sixty, using a vision model, and reports operating cost per delivery falling 40 to 50 percent a year. Fixed costs, meaning landing pads, airspace coordination and remote supervision, are put at roughly 60 percent of the total.

Now hold the other end of the stick. Those 900,000 orders in five years sit against nearly one hundred million courier deliveries a day at the same company: drone penetration is below 0.1 percent. Medical runs are said to clear a positive front-end gross margin. Restaurant delivery does not.

Everywhere it works, the operator was licensed, not the route

That is the common thread across every country where drones genuinely deliver. The authority does not sign off a corridor; it certifies a company, which then opens its own lines under its own responsibility and under audit.

Zipline announced in January 2026 that it had passed two million commercial deliveries, raised more than 600 million dollars at a 7.6 billion valuation, with a median flight time of three minutes and more than 125 million autonomous commercial miles flown. It is an American company that learned its trade delivering blood in Rwanda and Ghana.

The video above, Les Drones Zipline Sauvent des Vies en Livrant des Médicaments, from the French-language channel aTech, shows the system in flight and the parachute drop. It is a popular-science piece, in French, whose enthusiastic title belongs to its author. No figure in this chapter comes from it.

Amazon reports hundreds of thousands of parcels flown so far this year, thirty-minute promises, and eleven live sites at the moment it announced the expansion. Its pitch is not the spectacle. It is price and catalogue.

Europe has its own exhibit, and it is Irish. Manna has passed 250,000 regulated commercial flights, more than 60,000 of them in the Dublin 15 suburb alone over two years, with growth above 100 percent through 2025. It flies under a Light UAS Operator Certificate issued by the European Union Aviation Safety Agency, which lets it approve its own operations instead of clearing them one by one.

This deserves saying bluntly, because it demolishes the lazy explanation. The company does not present the European framework as an obstacle it managed to get around. It puts the certificate in its funding announcements as a mark of standard. The framework exists, it is European, and a company used it to raise fifty million dollars.

France went first, once a week

In December 2016 the French civil aviation authority cleared DPD, a subsidiary of the La Poste group, to run a regular commercial parcel line by drone in the Var, between Saint-Maximin-la-Sainte-Baume and Pourrières. It was among the first anywhere in the world.

The detail is the story: the line served an isolated business incubator on a 65-hectare aeronautical site with its own reserved airspace, at one round trip per week. A second line opened in Isère in 2019, this time launching from the side door of a delivery van.

A decade on, the French operation that actually runs is medical. Delivrone has linked the emergency department at Verneuil-sur-Avre to a laboratory at L’Aigle since 2024, about twenty miles, in roughly twenty minutes, five times a day; 410 flights and some 150 hours had been logged after six months.

The video above does not show the Normandy line just described. It is a different French project, filmed in French by the regional daily La Provence: Medical Delivery makes its first drone flights at Pertuis, in Vaucluse. It gives a sense of what one of these trials looks like on the ground.

The company now claims thirteen temporary reserved zones, more than 800 cumulative flight hours and 70,000 kilometres flown. The figure comes from the company, which has an interest in presenting it, and no public statistic allows it to be checked.

These medical lines are not a consolation prize. Moving a blood sample in twenty minutes rather than an hour by road changes clinical handling, removes scheduled van runs, and works best in rural geography, which is exactly where a drone is easiest to authorise. France picked the most useful and least photogenic use case.

Here comes the strongest objection anyone can put to me: those Normandy flights do run every day, on a fixed schedule, for a paying client. So why would the illegal network be the only one delivering? The answer is one word, the recipient.

A sample leaves a hospital department and lands in a laboratory: two institutions bound by a contract, along a corridor negotiated in advance, with a forecast volume. Nobody ordered anything that morning. Delivery, in the sense a customer means it, assumes the reverse: an individual request, a payment, an address, and a clock that starts when the order is placed.

French history makes the objection sharper still, because we did once do both. The 2019 Isere line did serve private customers, launching from the side door of a van during the driver’s round. It set no precedent, and nothing aimed at the general public has taken its place.

The difference with Ireland is not technology. It is the counter you queue at. Every French line requires its own operation-specific risk assessment, the SORA, and usually a temporary reserved zone carved out of the airspace for that corridor. A single operator had about fifteen such assessments in progress in 2025.

Two acronyms carry the whole gap. A SORA is a risk assessment for one given operation: describe the flight, evaluate what it endangers on the ground and in the air, demonstrate the mitigations. A LUC is a certificate held by a company, allowing it to approve its own operations thereafter. The first is redone for every line. The second is earned once.

The second is not a blank cheque, and that matters for what follows. It presumes an organisation, a safety management system and audits, which is why an operator that has never flown will not be granted one: the certificate rewards an operating history, it does not substitute for one.

The European framework meant to replace corridor-carving has existed since 26 January 2023. The U-space regulation defines volumes of airspace where drones fly with the support of digital services provided by certified suppliers. It does not abolish the risk assessment; it abolishes segregation, which is already a great deal.

Implementation is slow, and the Italian episode is brutal. San Salvo, in Abruzzo, was to open one of the Union’s first operational U-space areas on 1 January 2026. Days before, Amazon, the anchor operator, abandoned commercial drone delivery in Italy.

Its stated reason forbids blaming the regulator for everything. The company praised its cooperation with Italian aviation authorities and cited the country’s broader business and regulatory environment. The Italian authority called the decision unexpected and pointed at internal company matters. Open sky is not sufficient: the route still has to pay, and to be tolerated.

Tolerance is not a formality. In Dublin, a campaign group drew around two hundred people to a public meeting, resident complaints rose to 150 by the autumn, and Manna had to fit quieter propellers, cleared by the Irish regulator, before the reports fell away.

Meanwhile, the other network scaled

It asked nobody. According to French prison service figures, 868 drone overflights or attempted overflights were logged in 2024, against close to 5,000 in 2025. Completed drops are reported to have risen from 37 in 2021 to 2,121 in 2025, roughly six a day.

Two caveats before going further. The first is about the source itself: the outlet publishing the 37 to 2,121 series describes it as an 1,100 percent increase, when those two numbers yield roughly fifty times more than that. One of the two statements is wrong, I cannot establish which, so I keep the raw counts and drop the percentage.

The second comes from the administration, which makes it freely: it argues that the rise reflects a marked improvement in detection rather than an explosion in the phenomenon, as counter-drone equipment is rolled out. The argument is admissible. It says nothing about the true level before anyone could count.

The organisation is documented. A network run from a Snapchat account was dismantled at Nantes in December 2025, its members suspected of 464 overflights since 16 April around ten prisons in western France. The person carrying the drone, hired for the evening, is paid between 50 and 100 euros and takes up several numbered parcels, one per inmate.

That is, feature for feature, the anatomy of a delivery business: paying demand, a fee per run, a catalogue, scheduled rotations, redundant crews. A union official summarised the effect of the arrests: deliveries resumed immediately, other teams having taken over.

The comparison stops there, and this needs to be said sharply. Nothing above suggests that a regulatory vacuum produced this traffic. Drug networks never waited for a licence. The juxtaposition is a measurement, not a causal claim. It shows only how fast a network can assemble when nobody asks it for a file.

What the state pays to shoot down what it never got flying

Two public contracts, in 2019 and 2021, funded around fifty detection and neutralisation systems for a cumulative 22 million euros including maintenance. Running costs have averaged some 3 million euros a year since 2019.

Coverage is advancing more slowly than the overflights. A new contract is meant to take equipped sites to 90 from 2026, out of close to 190 establishments. In 2023 the ministry stated that its systems covered six frequency bands, amounting to a response to 95 percent of the drone threat, which leaves a margin that traffickers have learned to work.

Passive measures come on top. In late 2025 the ministry announced 1.2 million euros to cover prison exercise yards and 10 million for passive building security. Anti-throw netting over a single establishment such as La Santé would cost 250,000 euros on its own.

Set those sums side by side. French public money spent stopping drones from delivering runs into tens of millions of euros. French public money spent getting drones to deliver legally has, as far as I can establish, no published aggregate at all. That asymmetry is the sharpest result of this investigation.

A real market, forecasts worth binning, a decision worth taking

The market is real, but it should be measured in deliveries rather than promises. McKinsey counted more than 800,000 paid commercial deliveries worldwide in 2023 and projected, for the United States alone, roughly 1.5 billion annual deliveries and a 5 billion dollar serviceable market by 2035.

I have deliberately set aside the consultancy forecasts that circulate on this subject: their 2030 market estimates vary by more than a factor of five depending on scope, and most publish no method. An unverifiable number is not a number.

One more asymmetry deserves naming. Operators that publish volumes never publish cost per delivery, not Amazon, not Zipline, not Manna, not Meituan on its restaurant business. While that figure stays private, nobody can assert that a drone delivery undercuts a courier on a bicycle, and the opposite claim is equally undemonstrable.

This article covers neither military drones, nor air taxis, nor heavy freight, nor the privacy questions raised by onboard cameras, which deserve their own treatment.

Which leaves the French question, and it is not a technical one. France builds drones, cleared Europe’s first regular commercial line ten years ago, has medical operators flying daily, has a U-space service provider certified by its own civil aviation authority, and sits inside a European framework that supports 250,000 flights in Ireland.

What is missing is not permission to fly. It is the decision to license operators rather than routes, and to accept the noise, the visibility and the objections that come with it. Ireland had its angry public meetings. It also has 60,000 flights in one suburb.

A disclosure, placed at the argument it affects: I live in Strasbourg, a few kilometres from the events reported here, and I work in sovereign digital infrastructure, which makes me instinctively receptive to the European technological sovereignty story. That is also why I went looking for, and found, the Irish counter-example that spoils it.

The opening image is the one to keep. One evening in August, above Strasbourg, two air logistics networks crossed. One was carrying a patient, the other phones and cannabis, and it was the first that turned back. In France a private citizen cannot get a drone delivery. An inmate can. Low airspace is not empty and it is not waiting for our consultations to conclude. It is already occupied, by the people who never filed anything.
